Does that mean my platform in Canada cannot work with accounts in Mexico at all, or is that because I'm trying to create an account for Mexico while located in Canada?
Connected accounts based in Mexico only work with platform accounts based in Mexico. It won't work in Canada

Do you have any alternatives or suggestions, so that I can still support India?
Sadly this is a hard limitation today and there's no work around. You can't "clone card" for India and you have to re-collect card details for accounts in that country, you can't just cache them at the platform level
