Each account has their own set of rules. If you use Direct Charges you must use Standard accounts, in that case each account controls their own rules. You have no control over those as a platform

the same way you do for your own account. Each Standard account has access to the Dashboard and configures their own rules in the settings. You, as the platform, can not do this for them

if I Login as a platform user, I do not see reviews/disputes at the connect account level? does that mean, to access reviews/disputes I have to login to connnect account? or do they appear at platform account?

Yes, each disputes only belongs to a specific account. You would need to login as the connected account to see
