@karmic canopy it's not really exactly that. If you're a US platform for example supported_transfer_countries lists all the countries that a connected account can be in and receive a transfer from the platform itself. It can be separate to the countries where we accept payments as we have https://stripe.com/docs/connect/cross-border-payouts too
There's a lot of complexity around flow of funds and regulations overall so I would recommend double checking your plans with our support team directly https://support.stripe.com/contact
