No, that won't work - setting "--stripe-account" is for something totally different and is not directly related to ACH

Not really - there are multiple steps you need to do if you want to trigger charge.failed specifically for ACH. First, you'd have to create the Bank Account (with the right test account number ) and verify it. Then, you'd create the charge
