can we use static prefix of connected account for this case with on_behalf_of?
For Card Payments yes, but I am not sure about ACH debit

Same that it's true for Card Payments, but not sure about ACH debit.

lastly, how can we test it? we couldn't use calculated statement descriptor object as this is not a card charge.
Everything you set for a PaymentIntent will be available inside that PaymentIntent object, which you can retrieve through PaymentIntent Retrieve API, if that is what you are expecting..

Dynamic suffixes are supported only for card charges by using the statement_descriptor_suffix parameter.
TBH I think dynamic suffixes is only for Card Charges, so it's not supported for ACH as my reading
