@hollow wedge no, if you charge a card and the bank declines it(which I think is what you're describing), you don't get any money in your Stripe account.

the pending balance is money that's incoming that is not ready to get paid out yet, which is related to that page I linked.

hard for me to say, it's your business and integration so only you know what you need! The main thing is to understand what the pending balance represents, which is money paid by customers but not available yet. It can matter if you're building something complex, but usually you don't have to care, you charge the customer today, and in a few days that money will appear in your bank account.
