It happens automatically by default(money is paid out as soon as possible), or you can change it to manual and control it for them(they can't pay themselves out in the Express dashboard, you control that

by default yes if the platform hasn't changed the payout_settings on your account. Or the platform managing your account might have set your account to manual payouts and they can call the API to create a payout to you.
