@latent bloom I don't think we have specific documentation on it no. You already seem to be aware of it, so what's the question in general?
as you say sometimes bank issue cards that can only be charged locally, they'll decline(like any normal declined payment in Stripe) if charged by non-local merchants
My question is: how do I know upfront whether Stripe supports such "national cards"?
so if you operate in a place where that's common(like Brazil) you probably want a BR business and Stripe account so you can service local customers with it

I'm setting up a business in the US to reach for clients anywhere in the world. I'm using Brazil as example because it's closer to me.
Mmm I knew of the problem, but I didn't know that the cause was as you described.
So, just to be clear, when a Visa or Mastercard card is not considered "international", that means the issuing bank has limited that card to only be used locally?
And in that case, the only thing that could be done to support those cards is setup a legal entity and Stripe account in that same country?

like if operate a marketplace model and you have a connected merchant in BR then you can charge the card locally(https://stripe.com/docs/connect/destination-charges#settlement-merchant)
I thought they were like a specific category of payment method, a niche type of card that mayve Stripe could support—as opposed to a restriction by the issuing bank.
