However, I want to open a Stripe account based on what payment methods it will offer me.
well it's more based on where your business/legal entity is.
after all you can only create a Stripe account if you have a legal entity in the country you intend to have that account for since you need that to activate the account and go live.
right now only Stripe accounts in BR can accept Boleto for example so you'd need a business in BR and then create a Stripe account there as well for that business.
Is there any local payment method that can be accepted without having a legal entity in that locality?

yep! most European payment methods can be accepted by Stripe accounts in any country for instance.
and really any stripe account in any country can accept payments with debit cards, that's not really related at all.
boleto is a bad example because it's sort of a beta and support is very new and it's extremely local so initially the focus is on making it available for local businesses first
I know, but for example, I live in Brazil, so I have a "Brazilian" VISA debit card that is not accepted in most websites that accept debit cards.
But there are some MasterCard "international" cards that are accepted.. but in Brazil a lot of people are given those local cards by default.
