No, unfortunately you can only transfer funds from a platform account to a connected account.You cannot directly transfer funds between two connected accounts

Can I deduct from their balance, move it to the platform balance then move it to another account?

Yeah the only way to do this would be for the funds to moved from the connected account A -> platform -> connected account B. You cannot charge a connected account's balance on behalf of another connect account

If you want to debit a connect account (to get the funds from connected account A to the platform), I'd suggest taking a look at account debits (https://stripe.com/docs/connect/account-debits)

Debiting Express and Custom accounts

With Connect, your platform can directly debit the Stripe balance of an Express or Custom account.

Ok cool. Is that a crazy flow? Seems like things would get messy. Are there other large companies that use that flow at scale?

What exactly is your use case? I'd really recommend talking to support (at https://support.stripe.com/contact) to talk through your business/use case to make sure everything you want to do is possible. There's a lot of things to take into consideration here like cross-border flows that they'll be better equipped to answer

Basically our users can pay other connect accounts for their services

Those users charge their customers via direct charge so the money goes to them
