That's right -- the docs say the country of your account

And correct, even though you need to use real cards to set up apple pay and google pay for testing, they will not be charged in test mode

I might have missed it somewhere else but if I can make a suggestion it would be great to find that information about Google Pay in a similar section like the Apple Pay one:
