@proven coral have you been asking about this a few times? Just to understand if my colleagues (or myself) told you things already, I feel like I've seen this question already

overall you need to make sure the PaymentIntent is associated with a customer so that this PaymentMethod pm_123 is attached before you re-use it

of course, I know you can update the PI with a customer ID as well.
