Does your use case involve Connect?
Yes, but just from a side of the transaction.
User who pays with cc doesnt have connect
User who receives that cc payment does have connect
These connect accounts are stnd ones

Let me make my scenario a bit more clear. I would be a platform who allows two kind of users: buyer and seller. We would like to make buyer able to purchase sellers product with cc, and as a platform we would take a fee from buyer cc payment to then send what remains to sellers bank acct. Would like to understand Stripe fees in the most accurate way. So that additional 2% occurs when buyer currency differs from the seller currency?
So if:
buyer card is european and he uses eur as currency -> fees = 1.4%
buyer card is european but he doesnt purch. with eur -> 1.4 + 2%
buyer card is not european and he uses eur as currency -> fees = 2.9%
buyer card is european but he doesnt purch. with eur -> 2.9 + 2%
Is that a correct recap of all the possible scenarios?

All I know about fees are what's listed on our pricing page (http://stripe.com/pricing) and that currency conversions use a dynamic exchange rate calculated at the time of the conversion (this is mentioned in the docs I linked to above).
