Gotcha, so you're not doing anything wrong! The 4000000000003220 test card requires authentication to be completed for every payment, even if it's been set up using a SetupIntent. As a result, when you go to make the second charge with off_session: true we see that authentication is needed and immediately fail the charge since you've told us it's happening off session and there's no customer to provide the needed authentication.
