so for the most part, MX accounts can only connect to MX platform accounts(cross-border connections are not allowed, uniquely from most other country combinations); so that's most likely part of what you're seeing.

ok no, they can't. By default, an MX platform can only connect to MX connected accounts; and MX accounts can only connect to MX platforms. But if you have business reasons for this and so on, you can contact https://support.stripe.com/email and there might be other options for cross-border support

But that's a bit strange. I'm working on an e-commerce platform that sells products worldwide. And we want (for example) to let MX clients connect with our platform's stripe. And they, of course, want to use local payment methods such as OXXO. So what you are telling me is that by using stripe connect, that's not possible?

not by default! as I said though you can explain your business needs to our support team and maybe get an exemption

moving money cross border is really complicated and involves a lot of regulation so it's not always possible to have all functionality available in all regions immediately, I do wish it was different but as I said there are options here when you get in touch with us
