Okie a few things I can tell

That integration is using Charge API which is an old API. You should use PaymentIntent API instead
That integration use Java in the backend, is that your brother did it for you?
That error simply means the customer's bank reject the card usage. It can has various reason. Normally it's because of your customer and their bank. But since all the payments are failing, there could be another reason with countries etc. Where is your brother's country?

So I think your customer card has border-restriction, and their card is not created in Japan
