@tawdry quail sure, that seems correct to me, you can test it in test mode as well to be sure , using the high risk cards at https://stripe.com/docs/testing#cards-responses

Okay! We actually had a few blocked payments in the past months with score >= 75, but those don't seem to count into these new rules. I assume it's because they get blocked by the risk evaluation algorithm before they even get to the bank, who would then handle the 3DS authentication?

as far as I know there is a default rule to block anything over 75, yep, and that's before 3D Secure is potentially run
