Hello! This does effectively replace IRC, yeah. 🙂

The Customer Portal only allows customers to update existing payment methods, not add new ones. Adding new Payment Methods would a separate operation performed by your integration/Checkout/etc.

Okay, so basically I need to build a flow to have the customer add their first credit card, and from there I can leave it to the billing portal?

Possibly; I recommend testing in test mode to make sure everything works the way you expect it to.
