I know that cards use the Luhn algorithm but just want to understand in what scenarios can the card checker fail?

First, as you say, there is the luhn check but not all luhn-valid numbers are valid cards

more importantly, this is just Stripe passing on the decline code represented by the issuer

If the customer verifies all card info is correct and it still doesnt work, they should contact their bank
