In this case, the connected account is charging $10 USD to the client and our platform fee is 59c
I see 2 chargebacks for $25 ($10 + $15 dispute fee)
But the transfer reversal is only for $10.
I think that should be $25 too if we want to charge the client those $15 from the dispute fee.
Is that correct?
And if the dispute is won, then the final transfer to reinstate the funds to the merchant should be for $25 too.

depends, was the Dispute created on the Connect account? (e.g. was this a Direct Charge?)?
If it was Destination then Dispute fee would be deducted from the Platform Balance and then yes you would need to recover it from the Connect account if you want to

You can only reverse a Transfer to its full amount.
You'll have to create an AccountDebit from the Connect account to recover anything extra, assuming they have the Balance

I mean, the dispute fee that is charged to us... if the merchant wins the dispute, we don't get that fee back, do we?
yep no I get the question, I don't know the answer to that. I'd say check in with Support, they're more informed on Dispute fees.
