When you say "setup a direct charge transaction", are you referring to https://stripe.com/docs/connect/direct-charges

Is this in test mode, or live mode?
The connected accuont needs to enable this in their settings (found here: https://dashboard.stripe.com/settings/emails).
Right now they have "Email customers about.... Refunds" turned off

Yup, it looks like it's set correctly! Any future payments you make for that account should now send a receipt
