You could design shipping options per country and then we choose the right one based on their location I think
We're working on better flows but it's more long term

I have read it but I keep getting stuck on "You can only pass a single shipping rate to the Checkout session at this time." If I can only send a single shipping rate I am not sure how to provide Stripe with the shipping rates related to more than one country.
