I can get the domain file from the URL by copy/pasting the URL in the browser or using curl

@red relic do you have a firewall?

maybe you are blocking Apple's (https://developer.apple.com/documentation/apple_pay_on_the_web/setting_up_your_server "Allow Apple IP Addresses for Domain Verification" at the bottom of the page) or Stripe's (https://stripe.com/docs/ips#webhook-notifications) IP addresses
