So as an example if we have 4 balance transactions 1,2,3,4 then these 4 would stay same until payout's terminal state (paid or failed)? Would the underlying payment intents list also be the same?

Yes the list of transactions would be the same.
I don't really understand the second question. There isn't really a link between payment intents and payouts beyond going through BTs

there is payout->balance_transaction->Charge(source)->Transfer(source transfer)->Charge(source transaction)-> payment intent

... sorry, so if we go via BTs then underlying payment intents would be the same as well
