if I use setupintent for a payment method already saved in our system - is there anyway to determine if pm_xxx & saved card_xxx are the same payment method.
You can look at thefingerprintproperty on each object which will match if they're the same card
does setupintent used for same card/bank creates different payment method?
Yes, you can have multiple API objects for the same underlying card. We don't deduplicate, you'd need to do that via thefingerprintproperty

so there is no need to update our saved card_xxx, ba_xxx referneces
and we can rely on fingerprint property to match payement methods
What are you trying to do here?
Because you can use legacy objects with newer APIs: https://docs.stripe.com/payments/payment-methods/transitioning#compatibility-reusable
No need to migrate to Payment Methods right away
