if I use setupintent for a payment method already saved in our system - is there anyway to determine if pm_xxx & saved card_xxx are the same payment method.
You can look at the fingerprint property on each object which will match if they're the same card

does setupintent used for same card/bank creates different payment method?
Yes, you can have multiple API objects for the same underlying card. We don't deduplicate, you'd need to do that via the fingerprint property
