I don't believe there's a way to require the Tax ID in Customer Portal as far as I know.

Have you enabled "Tax ID" under Customer Information?
I don't know if there's a way to force it though

I was thinking of putting an expiration date on the trial, but through the custom portal they can cancel the end and renew it, and then proceed with the payment without tax ID
