Ah I don't think it's possible to do this without creating a separate invoice
There is no single Subscription.update API call that can charge the full price of newly added seats immediately while suppressing proration lines. The proration_behavior="always_invoice" path always generates "Remaining time" / "Unused time" line items (hardcoded in the invoice creation pipeline).
The proration_behavior="none" path suppresses prorations but does not generate any immediate invoice add_invoice_items on the same call only creates pending invoice items collected at the next billing cycle, not an immediate charge.
