Stripe does not currently have an API to provide direct access to download these files
We do have some functionality to allow you to gather more information about the issuer evidence but you will need to write in to Support (https://support.stripe.com/contact) to see if you can get access to it.

I cannot speak to that. The staff for this server focus on assisting developers coding integrations with Stripe APIs and products (like Stripe.js). We are not familiar with the steps the Dashboard takes to provide it's features.
