Express Checkout Element is meant for Stripe-integrated wallet payment methods whereas Payment Element is for showing all the payment methods. It's expected that custom payment methods only works for Payment Element as mentioned in https://docs.stripe.com/payments/payment-methods/custom-payment-methods#integrations

I'm not aware of any plan for custom payment method support in Express Checkout Element. I'd recommend writing to Support https://support.stripe.com/contact for the feedback.
