Thanks for sharing! From my side, I also could see that the Issuing is not enabled for Connect integration.

This channel is for technical API integration and we don't have neccessary expertise on why your Sandbox isn't enabled for Issuing on Connect. I'd recommend checking with Support https://support.stripe.com/contact, so that they can share how to enable Issuing for Connect integrations.
