In this Required verification information doc:

Additional information on the individual
Depending on the situation, you might need to collect a scan of an ID document to enable payouts. That can happen if Stripe can’t verify the individual or if there are possible concerns about sanctions.

The ID verification is required when Stripe can't verify the individual. It's likely that the information provided can't be verified before the final submission (it'll take a while for verification), so it only prompted later at the summary page.

Identify the information requirements for connected accounts based on their location, business type, and requested capabilities. You can also compare current and future requirements.

I see, it seems the only way to force it during onboarding is by using the invite only feature individual.verification.additional_document
