You don't have to go through a Connect Account to use Stripe Identity. You can use it to verify the identity of your customers.
I cannot say for certain whether this wouldl, be considered reselling. You would need to consult with our general Support team here for that:

In general, if your application is actually processing payments then I don't think it would be considered reselling the ID feature. What we don't want is people using Stripe Identity to power a stand-alone Identity service that they then sell.
If all you are offering to the car dealerships is customer identity verification, then that might be an issue.
Either way you should talk to Support first before you dig further into the engineering aspect of it.

Oh ok that makes sense. We provide the car dealerships with End to end management tools for the dialership (inventory management, CRM, desking/lending, and the tools to charge customers on site for services, fees, etc. Identity verification is provided as a feature where we perform the identiy verification to validate the person that contacted them or that is there at the dealership is in fact who they say they are. So its not a standalone service by any means, its just a tiny part of what we do, and we are using strip connect for them to be able to run transactions and eventually pay commissions to brokers and sales staff, so our customers will all have stripe accounts as well.
