So it's somewhat difficult to find, but in https://docs.stripe.com/tax/checkout

To ensure that Google Pay is offered as a payment method while using Stripe Tax in Checkout, you must either require collecting a shipping address, or provide an existing customer with a saved shipping address.

can you try requiring collecting a shipping address in your Checkout Session, and see if you are now able to see Google Pay
