👋 I don't believe any of the above are configurable in the way you want, but just trying to confirm, bear with me
So yes, this is not currently configurable, but we will soon be enabling Google Pay on Stripe Tax sessions without requiring a shipping address. If you contact my team directly from https://support.stripe.com/contact/email?topic=api_integration, we can get your account enabled for this sooner.
With regard to your third question, this isn't possible with hosted checkout, but if you use the custom checkout SDK, I believe you can control this behaviour with this param: https://docs.stripe.com/js/elements_object/create#stripe_elements-options-syncAddressCheckbox
