Ok, so this does see to be mostly asn issue with how test clocks work with this feature, that's making it tricky to test. This has kind of already been covered, so you may already be doing this, but the main caveats are to (a) Don't report usage at the same timestamp as subscription creation, and (b) Advance the test clock by a day, then report usage, then advance again

If you're still enountering issues, it might be best to create a support ticket, as it might need a deeper investigation. Or, alternatively, as mentioned in the previous thread, Billing Alerts can serve a similar purpose with more immediate response
