Is there any way at all to test delayed settlement behavior (by 3-4 days as these docs say)?

when you say delayed settlement - I think you mean Standard settlement : https://docs.stripe.com/payments/ach-direct-debit#timing?

to clarify, does the payment intent stay processing until this time is elapsed?

noticed that in the test region, this debit date is set to the future, but the transaction has gone to success

if you're using standard settlement, then yes the PaymentIntent will stay at processing until the funds become available
