I'm sorry but I don't see any evidence that that was the case. Can you point to an account where payouts are disabled currently and show me where you're getting that information?

this was from the stripe dashboard - connected accounts
after this chat it is returned to enabled in the details view:
the same account
but still restricted in the list view

This seems like maybe a dashboard bug.

I can't login to your dashboard to vet this, but if you write into support they can go through the proper channels to get this documented.
