This is from a Payment Link, right? on Payment Links its always on. I don't think there is a way to disable it

Only for Checkout, Hosted Invoice Page, and Elements. For Payment Links there is no way to turn it off at the moment.

Is the use of this tool approved manually, or did Stripe automatically enable it for all its customers?

It was automatically enabled on all accounts.
