Unfortunately, that isn't a technical question, it's more of a regulatory question so I'm not sure how much help I will be able to provide.
Okay...it looks like NACHA prepends a flag to the "goods" value but doesn't for services and they want the prefix flag for any purchase involving goods but they don't care about services
So, based on that, i recommend specifying "goods"

What i was referencing is this:
Transactions which are classified as goods will include the “PURCHASE” label in the ACH file.
This doc is actually more nuanced
