That account doesn't have access to this feature. The link to the docs is https://docs.stripe.com/google-pay/decrypted-tokens but you have to be logged in to an account that has that feature in order to read them. Also the feature simply won't work in the API without the feature enabled
So if you have a contact at Stripe you would want to speak to them, but otherwise you should reach out to Stripe Support
