Our docs confirm your understanding:

Sent a few days prior to the renewal of the subscription. The number of days is based on the number set for Upcoming renewal events in the Dashboard. For existing subscriptions, changing the number of days takes effect on the next billing period. You can still add extra invoice items, if needed.
So most likely explanation is that the setting did change, will see if I can confirm that. What is the expected vs actual days ahead that this was sent?

it was sent 7 days before but the claim is that is was set to 30 days at the time

Ah I think I see what happened. It looks like that setting was set to 30 days on Jan 7, which is after the subscription last cycled (Nov 13 of last year). In general, settings like this don't get applied immediately, they apply to each subscription as they are created or cycle.

So basically, any subscription that has not cycled since Jan 7 is still on the old upcoming invoice cadence, so they will send this event 7 days ahead. But for all cycles going forward they will do 30 days
