hey there 👋 looking into your question
the Address Element validates some basic details such as non-empty values, and correctly formatted postal codes, but it doesn't validate actual address existence, so it's expected that customers are able to enter non-valid addresses
what can help with this is turning on autocomplete: https://docs.stripe.com/elements/address-element#autocomplete
though again, this just makes it easier to enter a valid address - it doesn't block non-valid addresses from being submitted
