This is a known bug when proration_behavior: "none" is provided as part of the Invoice preview. I will add the request you provided as an example of this issue still occurring.
Do you see the same behavior if you do not pass proration_behavior: "none"?

ah. so.. the only option with recurring is proration_behavior=none
but if I change to "next" and proration_behavior=create_prorations then the coupon is applied
I guess "none" is the default value.

Yes. As I said, this is a known bug that we are working on resolving. I have provided the examples you shared to the report of this issue so we can use them for additional investigation.
