this card should fail when you actually attempt to create a payment with it (i.e. confirm a PaymentIntent) - the validation isn't on the client-side
at what step does your PaymentSheet integration confirm a PaymentIntent?
This is the phenomenon observed on the web interface.

the way the PaymentSheet and the Checkout Session validation work are different
basically the Checkout Session creates a PaymentMethod first and if that fails it would show you the error
the PaymentSheet only checks whether the number entered is a correct card number (it passes the Luhn check)
So PaymentSheet doesn't perform fraud checks, right? The server-side performs the verification after the payment is completed.
