For the first point, we do have a private preview feature that would allow these values to be set via API, if this is important to you.

That would be great. I am working on a rewrite of existing implementation. So I can already include these new changes into the new implementation. Where do I request access?

You can disable payment method updates and still have billing information updates. Sooo, that deep link would be nice to have
