Yes, looks like this does need to be enabled on your account, and as far as I can see it's not currently. Best thing would be contact support as they should be able to help you with that

Just for my information, do this functionnality needs to be used with on_behalf_of or does it replace it ?

I'm not actually sure, as it's a beta feature my team doesn't know very much about it, but support may also be able to help you with that
