We validate the card information with the card network when the customer saves it on Stripe. Often we run a validation charge to make sure the submitted information is correct.
From Stripe's perspective, the information saved is validated through the issuer. However, some issuers may not check CVC (as explained - https://support.stripe.com/questions/what-do-cvc-check-address-line1-check-and-address-postal-code-check-mean-on-the-charge-object).
However, if you do want to recollect CVC then you can use this flow to do that - https://docs.stripe.com/payments/save-card-without-authentication#web-recollect-cvc
So, in case of an expiration date wrong, the setup intent confirmation should fail, right?

Correct unless let's say the validation charge was approved by the bank/issuer even with a wrong expiration date

Oh, one last thing
you said, it's validated when the customer saves it on Stripe. Do you mean when the payment is attached to a customer?
I meant when you confirm a SetupIntent but yeah we also validate when a Payment Method is attached to a Customer (which often happens when you confirm the SetupIntent with Customer ID provided)
