Does adaptive pricing also allow you to show reduced pricing for certain countries?
No. It does not allow you to change the amount based on the country. We mention in our docs that the amount for each local currency is automatically calcualted.

So in this case it's better to use fixed price points using multiple price ids?
Or a combination of the 2 I assume?

I'm not sure what you mean by a "combination of the 2". They are mutually exclusive.
If you want to collect different amounts based on the currency and you are not attempting to collect the same value (based on currency conversion rates), you could use mulit-currency prices
