The webhook we_1S5VaCGbNDJKVleWbzVmrWIm is a Connect webhook. This means it is listening for those events occuring on Connected Accounts. The event you shared occurred on your own account so that webhook won't listen for it.

If you want to recieve webhook events from your own account, you will need to create another webhook endpoint that is configured to listen for events occurring on your account.
