they are different. With the Devkit reader you can skip steps like deplying API, app review, etc., so for Apps on Devices development, we recommend using the Devkit reader.
You should be able to order them through your Dashboard as mentioned in our docs: https://docs.stripe.com/terminal/fleet/order-and-return-readers
